CN-0 — Interested Party / Pre-Accession Recognition
CN-0 is the first step. It recognizes that a person or organization has expressed interest in the Cosmic Neutrality framework but has not yet completed full accession or compliance certification.

CN-1 — Charter Adopter
CN-1 recognizes that a participant has formally adopted the Cosmic Neutrality Charter through Form CN-1 or another approved accession instrument.
At this level, the participant has made a public legal commitment to the core principles of the framework, including peaceful conduct, non-domination, non-contamination, human accountability, and respect for the limits established by the Act.
CN-1 is especially useful for early corporate adopters, foundations, professional associations, public authorities, research bodies, space-sector startups, family offices, and mission partners.
It tells the market: We have adopted the Charter. We are publicly aligned with the principles of cosmic neutrality.
CN-2 — Corporate Compliance Certification
CN-2 is the first deeper commercial compliance tier.
At CN-2, an organization demonstrates that the Charter has been integrated into its internal governance. This may include board resolutions, officer attestations, compliance policies, supplier clauses, AI-use controls, recordkeeping standards, internal reporting procedures, and lawful Digitalia registry filings.
CN-2 is important because it moves beyond public support. It tells the market: This organization has implemented internal controls consistent with the Cosmic Neutrality framework.

CN-3 — Mission Certification
CN-3 applies to specific missions, projects, deployments, platforms, systems, or operations.
Where CN-2 evaluates the organization, CN-3 evaluates the mission.
A CN-3 mission certification may address mission purpose, launch or deployment authority, AI systems involved, monitoring obligations, contamination controls, pre-space-faring quarantine compliance, data-sharing limitations, emergency protocols, Digitalia mission registry records, insurance coverage, crew and contractor undertakings, and Tribunal consent and dispute procedures.
CN-3 is designed for organizations that want mission-level credibility.
It tells counterparties: This specific mission has been reviewed under the Cosmic Neutrality framework.
CN-3 may become especially important for space ventures, satellite networks, autonomous platforms, research missions, advanced robotics deployments, and any activity with meaningful cosmic, orbital, AI, or extraterrestrial-contact implications.
CN-4 — Ecosystem Support Certification
CN-4 is for organizations that support the broader Cosmic Neutrality ecosystem without necessarily becoming full Fleet participants.
A CN-4 participant may provide insurance, reinsurance, audit services, standards development, legal and compliance support, Digitalia registry infrastructure, monitoring relay capacity, research assistance, training, financial guarantees, certification support, or professional services.
CN-4 is the tier for institutions that help make the framework workable.
It tells the market: This organization is not merely compliant; it supports the infrastructure of compliance for others.
CN-4 is highly relevant for insurers and reinsurers, auditors, law firms, banks, exchanges, standards bodies, cybersecurity firms, foundations, universities, registries, observatories, and technical assurance providers.
CN-5 — Full Neutrality Ecosystem Certification
CN-5 is the highest commercial certification tier.
It is reserved for participants that have achieved comprehensive integration with the Cosmic Neutrality framework. A CN-5 participant may have implemented corporate compliance, mission certification, monitoring standards, public registry obligations, Tribunal procedure, AI containment safeguards, privacy protections, and eligible participation in one or more advanced CN schedules.
CN-5 tells the world: This participant is part of the full neutrality ecosystem.
CN-5 is intended for serious institutions with mature governance, audited compliance, sustained obligations, and operational readiness. It may be appropriate for major aerospace groups, mission operators, certified AI safety institutions, jurisdictional authorities, major infrastructure providers, full-spectrum ecosystem partners, insurers supporting mission-level compliance, Fleet-support organizations, and entities participating under Schedule F.
CN-5 is not merely a badge. It is a high-trust marker for the future of peaceful cosmic activity.
Certification is separate from participation
The certification tiers should not be confused with the six CN participation and accession options.
Certification answers: What level of compliance has the participant achieved?
Participation answers: How does the participant wish to join and contribute?
CNIM-2026 provides six voluntary CN participation schedules:
- Schedule A — Observer and Liaison Participation
- Schedule B — Rescue and Humanitarian Support
- Schedule C — Monitoring Relay and Registry Support
- Schedule D — Scientific and Technical Capacity
- Schedule E — Funding, Insurance, and Standards Support
- Schedule F — Full Civilian Neutrality Enforcement Fleet Participation
An organization can pursue certification and participation together. A university may adopt Schedule D and seek CN-1 or CN-2. An insurer may adopt Schedule E and seek CN-4. A satellite operator may seek CN-2 and CN-3. A jurisdiction may begin under Schedule A and later support Schedule C. A full operational partner may pursue CN-5 and Schedule F participation.
The framework is modular by design. It allows each participant to enter at the appropriate level and deepen its role over time.
