What was adopted?
The Dominion of Atlantis has codified the Cosmic Neutrality Act within LMDC Title 22 and integrated the Cosmic Neutrality Implementation Manual - CNIM-2026 as the official implementation chapter.
What does it do?
It creates a legal-operational framework for peaceful, non-colonial, non-sovereign, AI-contained, privacy-protective, human-accountable space activity.
Who is bound?
The framework binds Dominion persons, entities, registries, missions, licenses, contractors, AI deployments, Digitalia-connected systems, and covered assets. Non-Dominion actors may join voluntarily through Form CN-1, treaty, contract, accession, certification, or other recognized legal nexus.

What is Form CN-1?
Form CN-1 is the voluntary accession and pledge form for external realms, jurisdictions, companies, institutions, and individuals who wish to adopt the Cosmic Neutrality framework.
What is the Neutrality Enforcement Fleet?
It is a civilian division of the Atlantis Star Fleet. It is a voluntary international and pan-jurisdictional corps for adopters of the Act. It is rescue-first, de-escalation-first, scientific, humanitarian, and quarantine-protective.

The Digitalia registry records pledge, certification, participation, audit, and compliance status while applying privacy and data minimization standards.
