Is this a treaty?

For the Dominion, the Act is domestic LMDC law. For external actors, it can operate as a treaty, model law, contract, accession instrument, certification covenant, or voluntary pledge depending on the legal pathway used.

Does Atlantis claim authority over all humanity?

No. The framework binds Dominion persons and covered Dominion-linked activities. External actors join through a lawful nexus such as treaty, contract, license, accession, certification, registry participation, or consent.

Does this ban space exploration?

No. It permits peaceful exploration, science, mission support, rescue, logistics, and settlement for species preservation, provided that activity does not become colonial, coercive, contaminating, militarized, or AI-dominated.

Does this ban resource use in space?

The framework rejects sovereignty claims, monopolies, and exploitative extraction. Future resource use must be peaceful, non-sovereign, non-destructive, transparent, and compliant with neutrality obligations.

What is a pre-space-faring civilization?

A civilization that cannot independently achieve sustainable crewed transit beyond its home stellar system. Such civilizations receive quarantine protection from contact, manipulation, and contamination.

Is the Neutrality Enforcement Fleet military?

No. It is a civilian division of the Atlantis Star Fleet, structured as a voluntary international and pan-jurisdictional corps. Its doctrine is rescue-first, de-escalation-first, scientific, humanitarian, and non-combatant.

What does the Act say about AI?

AI may assist human activity but may not rule, command, judge, legislate, vote, wage war, or autonomously initiate hostile actions. Covered AI systems must be bounded, auditable, human-accountable, non-sovereign, non-coercive, and shutdown-capable.
