1. Purpose of the Organizational Chart

The organizational chart of the Royal Government of the Dominion of Atlantis is designed to give citizens, residents, investors, journalists, public officers, and international observers a single-page map of how the Dominion's constitutional government is organized. It is intentionally simple: the chart begins with the Supreme Constitution, divides public authority into legislative, executive, and judicial branches, and then shows the principal departments, authorities, commissions, and public institutions that carry out day-to-day government.

The chart is not a substitute for the Supreme Constitution or the Lex Maris Dominion Code. It is a civic guide. Its purpose is to explain the structure of public authority in plain language and to help readers understand where lawmaking, executive administration, public finance, regulation, courts, public records, and civic participation fit within the Dominion system.

The chart should be read from top to bottom. At the top is the Supreme Constitution, the source and limit of public power. Beneath it are the three constitutional branches. The executive branch appears at the center because the Sovereign is both Head of State and Head of Government, while the legislative branch and judicial branch flank the executive as separate constitutional functions. Beneath the executive branch are the Cabinet Departments. At the base of the chart are independent authorities, commissions, and public institutions that perform public functions under constitutional and statutory authority.

2. The Supreme Constitution as the Source of Government

The Supreme Constitution is placed at the top of the chart because it is the controlling legal instrument of the Dominion. It establishes the Crown, the branches of government, the framework for lawmaking, the role of citizens, the authority of the courts, the lawful operation of public institutions, and the supremacy of Dominion law.

In practical terms, the Supreme Constitution answers three fundamental questions:

  1. Who holds public authority? The Sovereign, the Citizens acting through the Citizens' Legislature, the Senate, the courts, the Cabinet, and public institutions hold authority only as recognized by the Constitution and the Lex Maris Dominion Code.
  2. How is public law made? Public law is made through the constitutional lawmaking process, including direct democratic approval where required, Senate deliberation and referral, Royal Assent, promulgation, and official publication.
  3. How is public authority limited and reviewed? Public authority is bounded by constitutional rights, judicial review, lawful procedure, public records, auditability, official publication, and Digitalia-enabled authentication where applicable.

For this reason, the organizational chart begins not with a person, department, court, or agency, but with the Supreme Constitution itself. The government exists under law.

3. The Character of the Dominion Government

The Royal Government of the Dominion of Atlantis is a constitutional monarchy with direct democratic lawmaking and a unified Dominion legal order. It is not modeled as a conventional foreign parliamentary system, nor as a fully presidential republic. It combines four defining elements:

First, the Sovereign is the constitutional center of executive authority. The Sovereign is Head of State and Head of Government and exercises executive authority, Royal Assent, promulgation, appointment, public administration, and reserve powers as provided by the Supreme Constitution and the Lex Maris Dominion Code.

Second, citizens participate directly in lawmaking. The Citizens' Legislature is not a chamber of elected representatives. It is the body of voting Citizens acting through referendum, approval, rejection, budget approval, constitutional vote, veto-override vote, or other lawful voting process. This is the direct-democracy component of the Dominion system.

Third, the Senate is a permanent deliberative chamber. The Senate of the Dominion deliberates, drafts, reviews, investigates, recommends, reports, and refers measures to the Citizens' Legislature where direct democratic approval is required. It gives the Dominion an institutional forum for review and legislative development without replacing the direct lawmaking role of citizens.

Fourth, the Atlantis Royal Courts of Justice provide judicial authority. The judicial branch interprets and applies the Constitution, the Lex Maris Dominion Code, and lawful instruments of the Dominion through the Atlantis Royal Supreme Court, Court of Appeal, District Court, and specialized divisions.

Together, these elements produce a government that is royal in executive form, democratic in public lawmaking, codified in its legal system, and judicially reviewable through the Royal Courts.

4. The Legislative Branch

The legislative branch of the Dominion is shown on the left side of the chart under the heading The Legislature. Its two most important institutions are the Citizens' Legislature and the Senate of the Dominion.

4.1 The Citizens' Legislature

The Citizens' Legislature is the body of voting Citizens of the Dominion acting through lawful direct-democratic procedures. It has no elected members, representatives, delegates, presiding officer, districts, committees, or separate officeholding class. Its action occurs through the authenticated vote of eligible Citizens.

This design is central to the Dominion constitutional model. The Citizens' Legislature does not sit as a parliament. It does not debate as an assembly. It acts when eligible Citizens vote through the lawful process established by the Supreme Constitution, election law, Digitalia voting standards, and the Lex Maris Dominion Code.

The chart therefore describes the Citizens' Legislature as citizens acting through Digitalia referenda. Digitalia is not merely a technology label. In this context, it represents the public digital infrastructure through which voting, authentication, public records, registry entries, and audit trails may be lawfully maintained where authorized by law.

4.2 The Senate of the Dominion

The Senate of the Dominion is the elected legislative, deliberative, drafting, investigatory, and consultative chamber. It is the permanent chamber for legislative review and deliberation. Senators are elected officeholders, and the Senate provides institutional continuity, expertise, committee work, drafting discipline, public hearings, oversight, and referral of measures.

The Senate is not a lower house, upper house, or foreign-style bicameral counterpart to the Citizens' Legislature. The chart should be understood carefully: the Citizens' Legislature is the direct-democracy body of citizens; the Senate is the elected deliberative chamber that prepares, reviews, and refers legislative business where required.

4.3 Legislative Counsel, Public Register, and Archives

The legislative branch also includes supporting institutions such as legislative counsel and drafting offices, the public register, and official archives. These institutions are essential to a codified legal system. They help ensure that measures are drafted clearly, authenticated properly, published officially, archived permanently, and integrated into the Lex Maris Dominion Code.

5. The Executive Branch

The executive branch appears in the center of the chart. At its head is The Sovereign. Beneath the Sovereign are the Cabinet, Cabinet Office, Royal Household and Chancery, Secretary of State for Foreign Affairs, Sacred Order of Atlantis, National Security Council, and Royal Assent and executive authority.

5.1 The Sovereign

The Sovereign is Head of State and Head of Government. This means that the Crown is not ceremonial only. The Sovereign is the constitutional executive, the source of royal executive direction, the authority for appointments and public administration, and the constitutional actor responsible for Royal Assent and promulgation where provided by the Constitution and the Lex Maris Dominion Code.

The Sovereign's position at the center of the chart reflects the constitutional architecture of the Dominion. Executive authority is unified under the Crown, while departments, public officers, and administrative institutions operate under lawful delegation, statutory powers, and constitutional constraints.

5.2 Chancellor and Cabinet

A Chancellor may be appointed if the constitutional and administrative needs of the government require one. The Chancellor is best understood as a senior coordinating officer, not as a separate head of government. The Cabinet supports the Sovereign in the coordination of executive policy, administration, national strategy, and departmental work.

The Cabinet Office is the administrative center that supports Cabinet coordination, interdepartmental planning, records, policy execution, and continuity of government. It helps translate lawful decisions into departmental action.

5.3 Royal Household and Chancery

The Royal Household and Chancery support the Sovereign's official functions, instruments, appointments, seals, honors, correspondence, public ceremonies, constitutional acts, and formal communications. In a monarchy, ceremonial and legal authenticity are linked. The Chancery function helps preserve the legal form of royal acts and official instruments.

5.4 Secretary of State for Foreign Affairs

The Secretary of State is responsible for Foreign Affairs. The Department of State and the office of the Secretary of State represent the Dominion in diplomatic, treaty, international, consular, and external relations functions as provided by law.

5.5 Sacred Order of Atlantis

The Sacred Order of Atlantis is included as an advisory, honorific, ceremonial, and consultative institution associated with the Sovereign. It does not displace civil rights, courts, public employment rules, citizenship, voting, legal status, or private rights unless a separate lawful public office power is conferred by the Constitution or the Lex Maris Dominion Code.

5.6 National Security Council

The National Security Council advises and coordinates on matters of defense, foreign affairs, security, intelligence, emergency preparedness, continuity of government, and related matters. Its function is coordination and advice within the executive branch and under the authority of the Sovereign.

5.7 Royal Assent and Executive Authority

Royal Assent is the constitutional act by which a measure that has satisfied the required lawmaking process becomes law, unless otherwise provided by the Constitution. Executive authority includes the day-to-day power to administer the government, issue lawful directives, supervise departments, make appointments, implement statutes, and preserve public order under law.

6. Cabinet Departments

The Cabinet Departments are shown beneath the Sovereign because they are the principal executive departments of the Royal Government. They are responsible for administering public policy, regulations, programs, services, records, enforcement, infrastructure, finance, and international relations within their statutory mandates.

The chart identifies twelve Cabinet Departments:

  1. Department of State - foreign affairs, treaties, diplomacy, consular affairs, international representation, and external relations.
  2. Royal Treasury - public finance, budgeting, public money, debt, fiscal administration, revenue coordination, public accounts, and treasury operations.
  3. Department of Justice - legal affairs, public prosecutions where applicable, legal policy, law enforcement coordination, corrections where assigned, and representation of the public interest.
  4. Department of Interior and Civil Administration - internal civil administration, public administration, state and district coordination, public records, and domestic governance support.
  5. Department of Defense and the Fleets of Atlantis - defense, maritime security, domestic-deployable defense functions, armed neutrality, and the Fleets of Atlantis.
  6. Department of Commerce, Industry and Trade - business development, trade policy, commerce regulation, industrial policy, entrepreneurship, and market development.
  7. Department of Infrastructure, Transport and Aviation - public works, transportation systems, aviation policy, major infrastructure, logistics corridors, and civil works coordination.
  8. Department of Maritime Affairs and Ports - ports, maritime administration, shipping, harbor policy, vessel-related public functions, port authorities, and maritime strategy.
  9. Department of Health and Human Services - public health, healthcare policy, human services, social programs, emergency health coordination, and health-related public administration.
  10. Department of Education, Culture and Science - education, culture, scientific development, public knowledge, research policy, and civic education.
  11. Department of Energy, Water and Environment - energy systems, water resources, environmental protection, resource stewardship, conservation, and sustainability policy.
  12. Department of Immigration, Citizenship and Residency - citizenship, residency, immigration administration, naturalization, civic status, and related registry functions.

These departments are not independent sovereign centers. They are administrative departments of the Royal Government. Their authority is delegated and statutory, and each department acts under the Supreme Constitution, lawful directives, the Lex Maris Dominion Code, and applicable regulations.

7. Independent Authorities, Commissions, and Public Institutions

The bottom band of the chart lists independent authorities, commissions, and public institutions. These bodies carry out specialized public functions that require institutional continuity, technical expertise, public trust, regulatory independence, or financial separation.

They are not outside the Constitution. They are independent or specialized within the constitutional order. They may be subject to statutes, charters, appointments, reporting requirements, audit duties, judicial review, Digitalia publication standards, and lawful oversight.

7.1 Financial and Monetary Institutions

Atlantis Central Bank is the monetary authority associated with currency, settlement, reserves, payment systems, financial stability, and monetary instruments as provided by Article 35 of the Supreme Constitution and the money and finance provisions of the Lex Maris Dominion Code.

Royal Bank of Atlantis is the designated public bank and public depository institution for public money where applicable. It works with the Royal Treasury and the Atlantis Central Bank in public-money custody, settlement, accounts, and government banking functions.

His Majesty's Revenue and Customs (HMRC) operates within the Royal Treasury for revenue administration, customs, excises, registration, information reporting, compliance, enforcement, and revenue-related anti-money-laundering administration.

Atlantis Financial Authority is the principal financial regulatory authority for licensed financial institutions, securities, digital assets, market conduct, prudential matters, and related financial supervision where assigned by law.

7.2 Public Integrity and Administration

Civil Service Commission supports merit-based administration, personnel standards, public service integrity, and civil service discipline.

National Audit Office audits public accounts, public spending, financial statements, public authorities, and government programs.

Electoral Commission supports election integrity, voting administration, referendum certification, electoral rolls, and lawful election processes.

Public Procurement Authority oversees public procurement rules, tendering standards, contract transparency, supplier integrity, and procurement compliance.

7.3 Data, Statistics, Citizenship, and Infrastructure Authorities

Data Protection and Digitalia Commission supports data protection, public digital systems, Digitalia governance, registry integrity, privacy, and lawful digital administration.

National Statistics Office produces official statistics, national indicators, demographic data, economic data, and public information needed for governance.

Citizenship and Residency Authority administers citizenship, residency, identification, naturalization, and related civic-status functions.

Port and Maritime Authority administers port operations, maritime licensing, harbor standards, vessel-related public functions, and maritime compliance.

7.4 Safety, Public Health, and Official Publication

Civil Aviation Authority administers civil aviation safety, licensing, airspace-related functions, airports, and aviation standards.

Emergency Management Agency coordinates emergency preparedness, response, disaster recovery, public warnings, and continuity of government.

Public Health Authority supports public health standards, disease surveillance, medical preparedness, inspections, and health emergency coordination.

Royal Atlantis Printing and Mint Authority supports official publication, legal printing, public notices, currency-related production where assigned, seal and instrument production, and official government records.

8. The Judicial Branch

The judicial branch appears on the right side of the chart under Atlantis Royal Supreme Court. The judiciary is the constitutional mechanism for interpreting law, resolving disputes, protecting rights, reviewing public authority where authorized, and applying the Constitution and the Lex Maris Dominion Code.

8.1 Atlantis Royal Supreme Court

The Atlantis Royal Supreme Court is the highest court of the Dominion. It is responsible for final constitutional interpretation, authoritative legal rulings, and the ultimate judicial supervision of the Dominion legal order.

8.2 Atlantis Royal Courts of Justice

The Atlantis Royal Courts of Justice are the unified court system of the Dominion. Rather than treating state, district, or specialized courts as separate sovereign systems, the courts operate within the unified judicial authority of the Dominion.

8.3 Court of Appeal and District Court

The Court of Appeal hears appeals as provided by law. The District Court of the Atlantis Royal Courts of Justice with subject matter jurisdiction hears cases assigned by statute, procedure, venue, subject matter, or lawful court rules.

8.4 Specialized Divisions

The chart lists several divisions: Chancery, Civil, Criminal, Administrative, Admiralty and Commercial, Family and Probate, and Drug Courts. These divisions do not necessarily represent separate sovereign courts. They are subject-matter divisions within the Atlantis Royal Courts of Justice that allow judicial expertise, procedural specialization, and efficient administration.

Chancery Division handles equity, fiduciary, trust, corporate, statutory foundation, injunction, and specialized equitable matters. Civil Division handles ordinary civil disputes, torts, contracts, property disputes, and claims. Criminal Division handles criminal prosecutions and criminal procedure. Administrative Division handles judicial review, public authority decisions, administrative law, and regulatory matters. Admiralty and Commercial Division handles maritime, shipping, port, trade, banking, commercial, and related matters. Family and Probate Division handles family law, guardianship, probate, estates, and related personal matters. Drug Courts provide specialized judicial procedures for drug-related cases where authorized by law. Judicial Service Administration supports court administration, clerks, records, scheduling, technology, judicial personnel, and court operations.

9. Digitalia and Public Records

Digitalia appears throughout the Dominion government as the public digital infrastructure for civic participation, authentication, registries, filings, records, settlement confirmations, official publication, and audit trails where authorized by law.

In the legislative branch, Digitalia supports referendum voting, citizen authentication, certification, publication, challenges, and public auditability where required. In the executive branch, it can support filings, permits, public registers, financial records, payments, agency workflows, and official correspondence. In the judicial branch, it may support case filing, docket publication, records, authentication, and service where authorized by court rules and law.

For the public-facing website, Digitalia should be explained as a governance infrastructure layer rather than a mere cryptocurrency or app. It is the constitutional operating environment through which lawful digital records, public decision-making, and official registries can be coordinated.

10. How to Read the Chart

The chart should be read as a constitutional map, not as a complete departmental statute.

Top level: The Supreme Constitution is the controlling authority. Second level: The three branches show the core separation of public functions. Executive center: The Sovereign is Head of State and Head of Government. Legislative left: Citizens enact public law through direct democracy, while the Senate deliberates, drafts, reviews, and refers. Judicial right: The Atlantis Royal Courts of Justice interpret and apply law through the Supreme Court, appeal court, district court, and specialized divisions. Administrative middle: Cabinet Departments conduct ordinary executive administration. Institutional base: Independent authorities, commissions, and public institutions provide specialized governance, financial, regulatory, publication, audit, health, statistics, aviation, maritime, and emergency functions.

The chart is not intended to list every office, bureau, subdepartment, military command, court rule, public corporation, or statutory program. It is a one-page constitutional overview that can be expanded into department pages, public-service directories, official registers, and the Lex Maris Dominion Code.

11. Public Explanation in One Paragraph

The Royal Government of the Dominion of Atlantis is organized under the Supreme Constitution as a constitutional monarchy with direct democratic lawmaking, a permanent elected Senate for deliberation and drafting, a unified executive branch under the Sovereign, and an integrated Royal Courts system for judicial authority.
